Installing Microsoft Lifecam on Windows 7

Trying to install Microsoft Lifecam VX-2000, to catch up with kids and Grandkids. Durring loading the CD get a Measage (Turn Windows features on/off in the control panel to install or configure microsoft.net frame work 3. 5 Sp1)
Went to control panel but cant find anything that states turn windows features on/off.
Surely would appreciate any help

One of the things I like about 7 is the ability to find & open pretty much anything from the "search" box in the start menu. (Or Orb as I believe it's now known? ? ) Anyway, type in "turn", and for me anyway, it's the 3rd one down.
