Noisy phone, crosstalk between subscribers in the trench, faulty or missing filters, high-Z on the telephone wiring, poor interconnects in the trench, ension telephone cables - anything that causes noise or poor signal to noise or continual dropouts of the broadband. Look at your modem and see how longs it's been up.

54mbps is your LAN speed not your internet speed... Go to speedtest.net then post the link to your results here so we can see what your real speed is.
