#3 | Any webcam with a built in microphone will perform this task. You really need two things. Some good software, so that he can record is videos and a good webcam. I'd suggest a third... a separate microphone. Something like this would be good. It has built in noise-cancelling. You can find them for as little as $45 if you look hard enough:

Webcam microphones can be good, but they're not great. You can't go wrong with a Logitech Webcam. Microsoft ones are good, but M$ insist on installing all sorts of unnecessary programs with it. Find one that's in your price range and google for reviews. Read the reviews and then make a choice. |

#4 | I just got myself a Logitech C600, it can do 720p video (not software enhanced) built in mic and privacy shade, the logitech software can record when it detects motion too so doubles as a security camera.
You can pick them up for under $100 | |
