I'd go for Photoshop CS2. Sort of let loose for free a couple of years ago.
www.redmondpie.com/download-adobe-photoshop-cs2-for-free-legally-while-you-still-can - there will be plenty of youtube tutorials on how to use it.

www.gimp.org
GNU Image Manipulation Progran. It's like an open sourse version of Photoshop. Not ALL the bells and whistles, but does all the basics and no adware or nagware bundled with it.

Great program, not sure if I'd consider it user-friendly though.

Paint.net is pretty easy to use

Picasa is good for the basics and has very easy redeye removal, cropping, contrast adjustment etc.

+1 for Paint.net, much simpler to use than Gimp and does much the same.

FastStone Image Viewer 5.3 is a good one, as you can edit the photo you are viewing by moving the cursor to the sides, top & bottom of the screen to show all the editing tools

Listen to what woody1946 is telling you
Faststone is fantastic
Bulk rename, slide shows with file names & music, once set auto adjustment to lighten or darken images to name a few features

Faststone is a viewer and tweaker, not an editor. No brushes etc.
