Did your camera come with an editing program? If so, that may be all you need. I use Arcsoft Studio 5, that came with a Canon camera, years ago. It's fine for Jpegs.

At what level? Amateur, good, professional, or just pissing around? There's no 'best' other than Photoshop, the rest are all preferences as to how and what you want to do with it.

Photoshop is not for any camera. It's for digital images wherever they come from.
